TRIALS POLICY MAY 2011
Trials Policy / Organised Jump Outs / Southland Visiting Horse Travel Assistance
Please find below a policy referring to the trials run at Wingatui. These have been passed as acceptable by the Otago RC and the Trainers Association and come into operation on June 1, 2011.
1. Rules & Regulations
The trials staged at Wingatui will be run under the rules and policies pertaining to trials administered by NZTR. The organizer of the trials is the Otago Racing Club.
2. Dates
The dates for the trials will be set by the Otago Racing Club in conjunction with the Trainers Association. They also need to be ratified by NZTR. The dates will be presented at the Southern Regional Programming Committee Meeting and published in the TRM, the Southern Regional Programme Booklet and the Gallop South website.
Any change to the dates of advertised trials will be decided jointly between the Otago Racing Club and the Trainers Association and will be subject to confirmation from NZTR, who will be responsible for communicating the change. (see Note 1 – Trials Committee)
It is considered preferable to stage trials in a timeframe just prior to trial dates being staged in the Canterbury region, so that if they are cancelled, horses have the opportunity to compete in those trials in a timely manner.
3. Cancellation of Trials & Programming of Organised Gallops
The trials can be cancelled at the discretion of the Otago RC for any reason.
The principal reasons however are ground conditions and not having enough entries to make them financially viable. (see Note 2 – Fees & Viable Starter Numbers).
If the trials are cancelled then Organised Gallops will be run.
The Organised Gallops staged will be run on the same day of the trials unless there is consensus between the Trials Committee to move them to an alternative date.
4. Entry to Organised Gallops & Fees
Entry to the Organised Gallops will be restricted to the horses that had been nominated for the cancelled trials unless in exceptional circumstances, and agreed to by the Trials Committee.
It is acknowledged that an entry fee will be payable to the Otago RC for horses competing in Organised Gallops. This will be $30 per horse. These will be invoiced by the Otago RC not NZTR.
4. Class of Trials
Nominations will only be called for with the following classes:
5. Entry Subsidies for Visiting Trainers – Trials
It is recognized by the Otago RC that a number of trainers in Southland would like to partake in official trials and are unable to do so as they are not run in that region. In order to encourage participation in the trials and also to encourage their viability, the Otago RC will pay a travel subsidy to trainers traveling over 150 km to enter the trials. (See Note 3 – conditions)
Note 1 – Trials Committee
As of May 2011 the individuals to be contacted for consultation in regards to changed trial dates include: Otago RC President (Leanne Richards), Otago Track Manager (Wayne Stevens), Gallop South CEO (Andre Klein)/or Racing Manager (Malcolm Little), Trainers Association President (Steven Prince) and Trainers Representatives (Terry Kennedy and Steven Anderton). In a case of a dispute the final decision will be made by a vote from these 6 people with the Club President’s vote being the casting vote. This group is to be known as the Trials Committee.
Note 2 – Fees & Viable Starter Numbers
The following trial fees are set by NZTR and are dependent on the number of horses entered.
15-24 $97.88 inc GST
25+ $85.61 inc GST
The Otago RC has agreed that 18 entries are considered a viable number for trials to be conducted at Wingatui.
Note 3 – Travel Incentive
A subsidy of $50 will paid to the trainer of every horse who travels over 150km to compete in the trials. The subsidy will be paid on a per starter basis.
